    Lori Allen, CPA, is a director in CohnReznick’s Government Contracting Practice. She has more than 20 years of audit and industry experience. She is a former DCAA Supervisory Auditor who worked with DOD, DOE and FEMA to advise on cost allowability, allocability, reasonableness, and compliance. She is an expert in Generally Accepted Government Auditing Standards (GAGAS), Federal Acquisition Regulation (FAR), and Cost Accounting Standards (CAS). Lori is currently the audit manager for a variety of pre-award and post-award contract audits being conducted on behalf of several government agencies. In her current role, she also provides a wide-range of regulatory, business system and process improvement consultative advice to government contractors.

  • Richard Meene
    Principal, CohnReznick Government Contracting Practice
    Richard Meene is a principal in CohnReznick’s Government Contracting practice. He has 20 years of experience working with recipients of government funds, helping to assess and implement accounting and compliance systems, manage disputes and investigations, and optimize recovery for contracts and grants.

    Rich advises government contractors and commercial clients across many industries on ways to successfully win opportunities and maintain compliance within the unique regulatory and accounting environment for local, state, and federal government procurement. He specializes in helping clients address the Federal Acquisition Regulation; Truthful Cost or Pricing Data Act; Cost Accounting Standards; General Services Administration Schedule compliance, and disaster recovery funds compliance (e.g. COVID-19 Funds, FEMA, and US Army Corps of Engineers). Within this scope, he assists contractors with business proposals, requests for equitable adjustment, claims for termination, and government audits.

    Stephen P. Ramaley is a government contracts and grants lawyer.

    A member of the firm's Board of Directors, Steve assists private and public entities with contracts and grants compliance; government audits and fraud investigations; teaming negotiation and disputes; claims; and other matters relating to domestic and international public contracts and grants.

    One of Steve’s focuses, within government contracting law, is the U.S. Small Business Administration’s (SBA) socioeconomic government contracting programs, including the small business, Service-Disabled Veteran-Owned Small Business, Woman-Owned Small Business, 8(a) Business Development and HUBZone programs. Steve counsels small, midsize and large government contractors on all aspects of these SBA programs, including program entry, regulatory compliance, teaming and joint venturing, small business mergers and acquisitions and post-graduation challenges.

    Steve also has significant experience prosecuting and defending bid protests before the U.S. Court of Federal Claims and Government Accountability Office, as well as appeals before SBA's Office of Hearings and Appeals.

    In addition to representing clients in specific matters, Steve frequently writes and speaks on challenges facing the government contracts and grants communities and has given testimony as a subject matter expert before the United States House of Representatives' Subcommittee on Contracting and the Workforce.

    Steve is a recent co-chair of the American Bar Association’s Public Contracts Law Section, Small Business & Other Socioeconomic Programs Committee. He volunteers to help U.S. military veterans, through the Veteran Institute for Procurement (VIP), establish and grow their government contracting small businesses, in part for which he was named the 2022 Business Partner of the Year by the Montgomery County (MD) Chamber of Commerce.
